Specific objective
The provision of technical assistance in support of ongoing and future PALOP-TL cooperation (operational and policy dialogue level). This includes monitoring of
ongoing programmes, supporting the Government of Mozambique (in its role of PALOPTL coordinator) and the EU Delegations in the organisation of the technical and ministerial regular meetings, performing a strategic assessment of PALOP-TL cooperation (in 2026/2027), and the development of content of communication and visibility activities.

A Ação PROCULTURA - Promoção do Emprego nas Atividades Geradoras de Rendimento no Setor Cultural (FED/2019/405-279) tem por objetivo contribuir para a criação de emprego em atividades geradoras de rendimento no setor cultural nos Países Africanos de Língua Oficial
Portuguesa (PALOP) e Timor-Leste. Este objetivo deverá ser alcançado através de três resultados articulados entre reforço de competências dos recursos humanos que operam a economia cultural e criativa e reforço de oportunidades de financiamento para transformação dos subsetores música, artes cénicas e literatura infantojuvenil. O período de implementação iniciou e abril 2019 e terminará em junho 2025. O presente relatório corresponde ao período do Ano 5 de implementação da Ação, compreendido entre 1 abril 2023 e 31 março 2024.

Programme context
The Pro PALOP-TL SAI Programme (Phase II) followed on from the Pro PALOP-TL SAI Project (Phase I), implemented between 2014 and 2017. Building on the success of the previous project, it aimed to improve economic governance in the PALOP-TL countries, with the specific objective of improving the PALOP-TL countries' performance in public finances: accountability, effectiveness and transparency. This second phase had a total estimated budget, based on the EUR/USD exchange rate in force at the time of its approval, of USD 9,261,016 financed by the 11th EDF and co-financed by UNDP.
Scope and objectives of the evaluation
The evaluation covered all the activities in all the member countries and the entire implementation period of the Programme, from November 2018 to May 2023, and was carried out with the aim of identifying weaknesses and strengths in the design and implementation strategy, assessing the suitability, efficiency and effectiveness of its implementation, as well as the results and achievements of the programme to date and, in this way, making recommendations for any necessary changes in the overall design and direction of future initiatives.
