The Portuguese-speaking African Countries and Timor Leste (PALOP-TL) are an informal group of six countries with a common historical and linguistic background (Angola, Cape Verde, Guinea-Bissau, Mozambique, São Tomé and Príncipe, Timor Leste). The PALOP-TL - EU co-operation, which started in 1992, aims to strengthen the relationship between PALOP-TL and the EU and its Member States, and is based on the historical, linguistic and cultural affinities between these countries.
The Action will consolidate the results of the PALOP-TL PROCULTURA project that started in 2019 and will end in June 2025 (EUR 19 million). The Action will bring a more transversal focus to the cultural sub-sectors, a stronger focus on the emerging local cultural initiatives, a greater emphasis on the PALOP-TL - Europe partnership, and a new component to strengthen the public authorities in charge of the cultural and creative sectors (CCS).
The overall objective of the Action is to enhance the employability within the cultural and creative sectors, by strengthening skills, cooperation and mobility in the PALOP-TL.
The PROCULTURA "Assessment and Identification/Formulation" mission took place between May and October 2024. It involved extensive fieldwork across all the PALOP-TL countries spanning consultations with 226 stakeholders, including project beneficiaries and other cultural and creative sector professionals and institutions. The mission’s objective was to evaluate the ongoing PROCULTURA project and to formulate a follow-up initiative that effectively addresses the needs and challenges of the cultural and creative sectors (CCS) in the PALOP-TL region. It should be noted that the fact that the ongoing PROCULTURA project has been recently extended to June 2025 does not allow to final evaluate all the activities, as many are still underway.

The specific objective of this contract is to coordinate and organise the logistics linked to the technical and ministerial meetings in 2025 technical/ministerial) and 2026 (technical). The events will have a “hybrid” format, including participants both in person and online.
